     AIM AND OBJECTIVE OF THE SECURITY DEPARTMENT

     AIM :- The Aim of Security Department is to ascertain and ensure Security Service of NDMC property where security guards have been deployed, who may be contractor guards or NDMC security guards.

     OBJECTIVE:- Without objective we cannot achieve its success. Objective is always related to the goal of the organization. Objective of this department is to provide security services at its complex with prior approval of competent authority. Besides the above, department is providing security at its cash branches which is spread at various places in NDMC area with help of Delhi Police on payment basis in office hour. Department is also providing security services during annual function of Schools, Cultural function in Park/Gardens, V.I.P. visit i.e. Chief Minister and other Minister in NDMC area. Department having the good coordination with Delhi Police.

     MISSION/ VISION:- The mission of department is to provide best security services and ensure about its success at high percentage level without any incidents. Vision of department is very high and its limit is only sky. For that purpose, department is getting cooperation, assistance with other related department on required basis. Security department is always ready to accept any un-eventual incident at any time as per its capacity. Department is ensuring Security for round the clock at its complex as per direction of authority and draw special attention where human life is involved.

     BRIEF HISTORY:- Security Department of NDMC was set up in the year 1982 during the Asian Games to ensure the proper security and safety of the participant as well as stadiums owned by the NDMC with the help of approx. 300 Security Guards and other Supervisory staff provided by a private Security Agency. The Chief Security & Executive officer of NDMC headed this department. After successful closing of the games and appreciations given by the press and many other Senior Government officers for security arrangements, the work was extended for other installation and the strength of security staff was increased up to 350 Nos. Due to litigation, the then security contractor left the work, than NDMC had no option but to engage the security staff on minimum wages, to tide over the immediate security requirement. The competent authority gave approval for deployment of 75 Security guards, which was inadequate for proper security arrangements.

     It was decided by the competent authority during April 1999 that 250 Ex-Serviceman Security Guards would be deployed through private security contractor. These 250 Security Guards were divided into 5 manageable Sub-Group contracts namely A, B, C, D, & E for better administrative control. Presently Security and Traffic services at all the offices, Commercial complexes, Hospitals and Sub Stations owned by the NDMC are being looked after by Security Department of NDMC. This department is also providing security arrangement at Cash Branch, Cash Counters of NDMC, (with assistance of Delhi Police besides sentry/Gunmen of NDMC due to shortage of Para military forces on deputation). where huge transaction of cash and cheques from NDMC to Bank and vice versa are done on daily basis. Besides above, the management of Central Control Room and Palika Parking of NDMC are also being looked after by this department. Palika Parking is also a revenue-earning department where NDMC receives more than 85 lacs per annum. Since induction of the department, a number of places/units have been increased from 27 to 67 and accordingly strength of the security guards have also been increase up to more then 470 and have been Sub Group under ‘A’ to ‘H’ Presently security and traffic services are looked after by Civilian Security Guards, RMR, TMR & Daily wages Security Guards engaged by the NDMC, and the security guards provided by the private security agencies. There is no accountability of daily wagers security guards as they are not on the permanent strength and hence they frequently absents themselves from their duties without any prior notice/intimation, thus affecting the security of the NDMC buildings. NDMC is receiving crores of Rupees as Revenue from the Licenses given to Shopkeepers in Commercial Complexes for running their trades. Since these Buildings/Complexes belong to NDMC, it is obvious to provide Security personnel by the NDMC for the safety and security of NDMC properties. The engagement of departmental labour on daily wages not only creates management problem but also invite litigation for regularization through aegis of Court of law. It was felt by the competent authority that we should deploy such type of Security Guards, who have experience in this field and are provided by a professional agency. Therefore, it was decided that NDMC would deploy Ex-Servicemen from a security agency.
