Notwithstanding anything contained in any other provision of this Act, the Council may on such anything contained in any other provision of this Act, the Council may on such terms and conditions as may be determined by agreeement between the Council and any ohter authority, body or person, carry out any work which is not connected with its functions on agency basis.
