Official Gazette. The process of regularization of RMRs will be initiated
immediately after notification of the regulations.

7.4.2 Proposed amendments in Regulations for continuation of DTL
Pay Scales in NDMC
New Delhi Municipal Council (Condition of Services of Municipal Officers)
Regulation 2016 (2016 Regulations) have been notified and came into effect
from 07.04.2016, wherein, inter-alia, the pay of all employees o NDMC is to
be regulated as per CCS (Revised) Pay Rules, as amended from time to time.
The Council has decided to continue with Delhi Transco Limited (DTL) Pay
scales in NDMC beyond 06.04.2016. Accordingly, a proposal to continue
DTL Pay Scales in NDMC beyond 06.04.2016 by amending the 2016
Regulations has been sent to Government of India, Ministry of Home Affairs
for approval. Once the proposal for amendments in 2016 Regulations is
approved by the Central Government, the same will be sent to the Government
of NCT of Delhi for notification of amendments in the 2016 Regulations in its
Official Gazette, to extend DTL Pay Scales to all employees of NDMC.

7.5 Development of Laxmi Bai Nagar Flea Market
NDMC is developing an exclusive hawkers market at Laxmi Bai Nagar which
is adjacent to existing Municipal Market of Laxmi Bai Nagar for street
vendors. It has a good connectivity with Metro station and it is in the vicinity
of residential colonies and municipal market. It has a total area of 463.54 sq.
mtr. It will be developed as a world class flea market keeping in view the
requirements of all the stake holders.

7.6 Yoga International Day and Run for Unity
NDMC acted as lead organization to successfully organize programmes for

International Yoga Day on 21 June, 2018 and Run for Unity on 31 October,
2018 in Delhi. Hon'ble Vice President, Hon'ble Home Minister, Hon'ble
Minister for Housing and Urban Affairs alongwith Hon'ble Lieutenant
Governor, Delhi participated in a programme organized by NDMC at Patel

Chowk on Parliament Street on 31 October, 2018to observe the same.

7.7 Clusters Improvement
In clusters, people of economically weaker section deprived of basic amenities
live. I propose the followings developments in these areas during the year
2019-20:
