Roles & Responsibilities

Personnel Department deals with the Establishment matters pertaining to the officers and employees of NDMC.  The work comprises of fresh appointments, compassionate appointment, promotions, grant of leaves/increments, TBPS, MACP, processing of LTC cases, transfer & postings, retirement, processing of cases for settlement of dues on retirement/death, RTI matters, PGMS matters and other service matters.  The functioning also comprises appointment on deputation.

Casual labours are also engaged by various departments of NDMC for day to day works. After rendering certain years of service, the employees engaged on muster roll/casual labour are converted into RMR. Services of RMR employees are regularized as per the policy/guidelines adopted by the Council from time to time. Short-term vacancies are also filled up on contract basis.

Consequent upon enactment of NDMC Act, 1994, all Group ‘A’ appointments are made by UPSC. Promotion to Group ‘A’ post are made in consultation with the commission. For appointment on Group ‘B’ & ‘C’ posts, vacancies are notified to Delhi Service Subordinate Selection Board on the basis of approved recruitment rules of the NDMC. Group ‘D’ appointments are made internally by the NDMC from amongst existing RMR/TMR/Ad-hoc.

For departmental promotion, DPC are held as per the approved composition in accordance with the rules prescribed in the approved RRs. Screening Committee has been constituted to examine the cases of compassionate appointments.

For certain matters of general welfare of the officers and employees of NDMC, Council has taken policy decisions from time to time and the benefits of which are extended to the eligible employees. This includes appearing in SOG Examination and conducting of type test of Jr. Asstt. for the purpose of releasing of their annual increments.

The officials/officers are sponsored for participating in the refresher course, computer training course, short courses on office management and rules.

The Personnel Deptt. is also responsible to ensure that adequate representation is given to the Members of SC/ST/OBC/PH according to Govt. of India’s guidelines.
