Achievements during 2022-23


     A. Finance Wing

  1. Finance department successfully examined proposals from various departments of NDMC and rendered advice/concurrence. 
  2. Saving of Municipal Exchequer to the tune of Rs 23.13 crore approx.
  3. Average examination time for 50% cases is 2-3 weeks,  25% cases require priority as such are cleared within a day or so

 

  1. Internal Audit Branch
  1. Internal Audit Branch conducted quarterly audit of Security Department during the Financial Year 2022-23.  The achievement is in spite of shortage of staff/ manpower.  
  1. Audit observed various financial and procedural lapses and advised to avoid recurrence of the same in future.   
  1. Audit observed irregularities in fixation of pay and leave account etc. and rendered advice to respective Establishment Unit(s) for remedial action.   
  1. Examination of 1644 retirement cases (cleared 1630 Nos.)


  1. Budget Branch

  1. Internal Audit Branch conducted quarterly audit of Security Department during the Financial Year 2022-23.  The achievement is in spite of shortage of staff/ manpower.  
  1. Audit observed various financial and procedural lapses and advised to avoid recurrence of the same in future.  
  1. 05 nos. of re-appropriation cases involving expenditure of Rs 15.52 crore i.e. Rs 6.84 crore under capital heads and Rs 8.68 crore under revenue heads  for administrative/financial efficiency were processed by this office and approved by the competent authority.  Quarterly Agendum in this regard were also placed before Council for consideration/approval.
  1. Department wise Budget Announcements 2022-23 were up-loaded on an Intranet Application at NDMC website, namely, Budget Announcements Monitoring System, for getting physical as well as financial status update of these announcements from HoDs concerned.
  1. Budget proposals for Budget 2023-24 were invited online & budget book got printed through Budget Module.
  2. For increasing the public participation in preparation of NDMC’s budget, suggestions/proposals from RWAs/MTAs and Hon’ble Members of NDMC for inclusion in budget 2023-24 were invited through a link provided at NDMC website.
  3. All budget documents were uploaded and made available in PDF form at NDMC website.  
  4. Budget Speech 2023-24 showing last year’s achievements and targets for coming year were compiled and submitted for approval of Chairperson. The Chairperson, NDMC delivered the Budget speech while presenting Budget 2023-24 before the Council.
  5. Preparation and submission of Monthly Progress Reports  showing physical and financial progress of MLA LAD works through online Intranet application, namely,  MLA LAD Fund Management System, for onward submission  to Delhi Govt./ DUDA every month during Financial Year 2022-23.
  6. The accurate financial planning and financial analysis of receipts and expenditure have resulted in achieving substantial surplus.

 

  1. NODAL CELL
  1. Delegation of Financial Powers to various officers of NDMC by the Chairperson, NDMC
  2. Council Agenda regarding 
    1. Verification of performance certificate during technical evaluation of tender / bids

    2. Authorization for expenditure sanction in r/o Annual Repair & Maintenance of (AR-MO) works based on norms approved by the council

    3. Capacity building & enhancement ‘Municipal Finance’ & ‘Management with institute like and NIUA & AJNIFM

  3. Entered into MoU with NIUA in compliance of Council directives
  4. Awards w.r.t. (a) 3rd Party Audit of revenue earning projects of NDMC to CAG empanelled firm, to be utilized by any Project Executing Authority of NDMC and (b) QC& TA of G-20 Prep. Works to Quality Council of India (QCI)
  5. AA+ Stable Credit rating of NDMC
  6. Conducted capacity building workshops 
    1. Five workshops on procurement through GeM for all those involved in procurement process
    2. Session on CPWD works manual by Sh. K.M.Soni, (Retd.) Addl. DG, CPWD for Accounts functionaries
  7. Advisory regarding lapses in procurement process
  8. 20  Nos Circulars regarding process simplification and standardization
  9. Published and circulated compendium of Standing Orders / Advisories / delegation / circulars etc. issued from time to time, in Manual as well as Digital Mode, facilitating ease of reference
