Citizen's Responsibilities

 

Unauthorized Squatting / Encroachment

Any unauthorized squatter seen by the general public, may be brought to the notice of Director (Enforcement), Secretary, Chairman, through written complaints bringing out the location, name of squatter and trade being done, to verify the same and remove him from the site.

Any encroachment being made by the allottees/occupants, of tehbazari holders, tharas, shops, kiosks, stalls, etc. whether belonging to NDMC or otherwise, may be brought to the notice of Director (PR), Dir. (Enforcement), Secretary or the Chairman, identifying the site, location with name of the street/road/colony, for speedy action.

No licensable/eatable trade is permissible by open tehbazari permission holders as per orders of Hon'ble Supreme Court of India. General public may refrain themselves from eating from such open sites, which may cause danger to human life. However, they may advice of such licensable trade being run by any authorized/unauthorized person, in writing to the NDMC giving the name of the road/site where eatable trade is being run.


Hoardings

Putting of hoarding has been banned under the orders of Hon'ble Supreme Court of India. While general public may refrain from putting up hoardings in the NDMC area, they may also bring out to the notice of NDMC if any unauthorised hoarding has been erected by any person/firm/co., giving details of the area where hoarding is installed.


Advertisements Boards

Only one board is permissible to be displayed at the site of an establishment. For putting any additional board, prior written permission be obtained from the Chairman, NDMC, as provided under section 89 of the NDMC Act.


Stray Cattle

Stray cattle are banned in the NDMC area. No one is permitted to keep cattle in the NDMC area, without prior written permission from the Chairman. General public may bring to the notice of NDMC if someone has been keeping animals in their houses/premises/yards in an unauthorised manner, giving the names of owners of cattle, their premises with name of the road/street and locality.


Cycle - Rickshaw

Plying of cycle-rickshaw in the NDMC area is banned. General public must refrain themselves from using this vehicle/cycle-rickshaw, which is to be removed from the site on noticing and the same shall be crushed.


Animal Driven Vehicles

Animal driven vehicles are banned in the entire NDMC area. General public may not use these vehicles, as the same are liable to be removed immediately on noticing by the NDMC. General Public may bring to the notice of the NDMC such roads, lanes, streets where animal driven vehicles are generally operated, to enable the NDMC to stop the menace.


Monkey Menace

For handling of monkey-menace in the NDMC area, a monkey trapping squad has been constituted at the disposal of Director (Enforcement). Any complaint of monkey menace may be brought to the notice of NDMC in writing giving the name of place/locality where existence of monkeys is observed.


Complaints Against Parking Contractors

Any complaint of over-charging or behavior at the authorized parking lots, including non-display of boards with rates of parking charges printed thereon, may be brought to the notice of Director (Enforcement), either telephonically or written complaints be made by general public.


Taxi Stands / Booths

In the case of all authorized Taxi stand/booths, any complaint against the taxi stand/booth with respect to refusal, over-charging, misbehavior, encroachments on public passage, may be notified either to the NDMC or the Dy. Commissioner of Police, Traffic, New Delhi, giving details of grievance in writing.


Ban on Use of Any Premises

Under Section 327(1) of NDMC Act, 1994 no person is allowed to use their premises in the areas of Sarojini Nagar, Pillanji Village, Brig. Hoshiar Singh Road, Chanakyapuri for the purposes dangerous to life, health or property or likely to create a nuisance. Keeping horses, cattle or other quadruped animals or birds for transportation, sale or hire or for sale of the produce thereof. Violating this, the belongings found abandoned and roaming on any street or public place in the NDMC area shall be seized and will be impounded. The cost of the seizure of such animals and their impounding/removal/feeding will be recoverable from owners as follows:

High-breed Milk Bearing Cattle

Rs. 5000/- for a maximum of 2 days plus Rs. 1000/- for each subsequent day plus feeding charges Rs. 225/- per day.

2.

Ordinary Milk Bearing Cattle

Rs. 2000/- for a maximum of 2 days. Rs. 500/- for each subsequent day + feeding charges @ Rs. 100/- per day.

3.

Other cattle like Pig, Horse, Mare, 
Goat, He/She-Calf, Katra, Katiya, and Ass.

Rs. 1000/- for a maximum of 2 days+ Rs. 250/- for each subsequent day+ feeding charges of Rs. 75/- per day.


Failing any claimant within 7 days the expenses will be borne by the Council by sale of impounded animal.
